i use both paint tool sai and photoshop cs5 

i generally draw stuff in sai and do all my painting there, but i animate in cs5 and sometimes draw and paint there too!

and sometimes i draw stuff in sai and then export it over to cs5 and animate it or use filters and custom brushes

its a lot of messing around between the two

i also used gimp for a really long time, but i wouldnt recommend it for drawing/painting if you have any other options
